Quite often people use the term “concept paper” interchangeably with the term “proposal”. It may be that a person is seeking funding for a project and the concept paper (or proposal) would provide a detailed discussion of the aims or importance of the project. A concept paper can also be written to elaborate on specific findings from a research study, or a project that has already been done, to highlight important actionable issues. It may also provide direction for how best to implement a particular project, programme, or practice.
